Is there a way to move a group of issues from one project and component, to another project and component?

If not, is it possible to modify the bulk operation to edit the project and component fields?

Trinh,

As of 3.3, Jira has a "Bulk Move" facility.

If you do a search for issues you wish to move, there is a "Bulk
Operations" link on the top right of the page.

Select all the issues, then select "Bulk Move".
You will be given the option of the destination project and and the
destination type. On the next screen, you will be given the option to
change the Component, select the desired component.

Once the Bulk Move is complete, all your issues should have the right
project and component.
